He has tried digging under the fence and when we blocked those openings, he began ripping 2x4's out of the fence and escaping that way. It's clear he doesn't want to get away from home because he comes back to the house and waits to be let back in. I am afraid of him being hit by a car or hurt by a roving pit bull or being picked up by the pound. So I consulted the I Ching about why he is ripping up the fence. The hexagram I received in response was 43 - Resolution/Breakthrough (!!!) and 34 - Using Power. While it is clear that the dog is exerting his will by finding new ways to escape the yard, it seemed clear to me that it was also referring to the fact that there has been a block on my own will connecting with the senses and that this was an area I need to work on by deprogramming seed phrases that imprison my will. The rtcm confirmed this +++. Using "power" like chicken wire and other obstacles will not work on him. I have no idea if this insight will help me see what's going on with the dog but I do suspect that he may be acting as an animal helper pointing to a way in which I am blocked and couldn't see otherwise. All the ways in which my ego tries to control me (and the dog) will not work if my will is aligned with my senses. This is what I take from this hexagram.
